Winston Smith is an educator with over two decades of service in the field of education. He is the Principal of Golden Spring Primary School and is the 57th President of the Jamaica Teachers’ Association (JTA). He was born in the parish of St. Elizabeth and attended the Rose Hall All Age School, St. Elizabeth Technical High School, College of Arts, Science and Education (CASE) and Mico Teachers’ College.

His teaching sojourn includes Papine Junior Secondary School, Stony Hill All Age, Papine High School, from 1993 to 2012.  He then served as Principal at Constitution Hill Primary and Infant School from May 1, 2012 to April 30, 2017 before leaving for Golden Spring Primary School.

Smith has been a member of the Jamaica Teachers’ Association all of his professional life and has served as Contact Teacher, District President, St. Andrew Parish President, National Chairman of the Salaries and Conditions of Service, Finance and Resolutions Committees and has been a member of the Central Executive as well as the General Council since 2009. He is the 2019 recipient of the WBC “Ben” Hawthorne Award for outstanding contribution to the JTA and Education, the 2014 Parish President Award recipient for outstanding contribution to the parish and the JTA, the 2020 Sherlock Allen Award for exemplary contribution to the JTA as well as the St, Andrew Parish Teachers Association.

Smith embodies the principle of volunteerism and currently is a Commissioned Justice of Peace for the parish of St. Andrew, a member of the Character Education Task Force, the Education Transformation Oversight Committee, served on the Supervisory Committee of TIP Friendly Society and is currently the Chairman of the Credit Committee. He is married to Carol and is the father of two children; Ramon and Renee’.

The establishment of the NCE was born out of the need to have a non-partisan, national and strategically placed organisation that would "address a wide range of issues impacting the education process".
